Issues:

  • We obviously wish to create the simplest standard possible ... but:
  • Both DMIS-OPEN and EXML-DE both require SOAP encoding, I think, whereas REST is preferred generally as simpler and more flexible.  However, the EDXL-DE docs say "This format may be used over any data transmission system, including but not limited to the SOAP HTTP binding.".
  • Can RSS be used with REST to notify another agency of new information?  Praveen at Red Cross brought up this idea.
  • Benefits/hurdles of using EDXL-DE messaging, from David Goedecke
  • Security: OASIS recommends using SOAP Web Services Security or "or some other suitable encryption scheme" to encrypt any sensitive information.  What would be the REST equivalent?
